Harbin Normal University is located in Harbin, a famous historical and cultural city with the reputation of "Ice City Summer Capital". It is an important talent training base and scientific research base of Heilongjiang Province in education, art, humanities, Social Sciences and natural sciences. It is a high-level university under the key construction of Heilongjiang Province and an excellent school for evaluating the undergraduate teaching level of the Ministry of Education. The school is a national "basic capacity building project of colleges and universities in the central and Western regions", and is one of the hundred colleges and universities in the central and western regions supported by the state during the 13th Five-Year Plan period.

The school was founded in 1951. Its predecessor was the Songjiang Provincial Xingzhi Normal School established by our Party in the Northeast Liberated Areas in 1946. It went through the period of Harbin Normal College (1951-1956), Harbin Normal College (1956-1980), and was renamed Harbin Normal University in 1980. In 2000, Hulan Teachers'College and Heilongjiang Agricultural Reclamation Teachers' College were merged. In 2002, Heilongjiang Material School (Heilongjiang Material Workers'University) was merged into a new Harbin Normal University.

The school has two campuses, Jiangnan and Jiangbei, covering an area of 3.46 million square meters, building area of more than 16 million square meters, fixed assets of nearly 3 billion yuan, teaching and scientific research instruments and equipment of a total value of more than 400 million yuan. The school makes full use of its location advantages in the center of Northeast Asia and adheres to the road of internationalization. It has established close cooperation and academic exchanges with 71 universities and research institutes in 20 countries and regions, including Russia, the United States, Britain, France, Japan, Canada, Australia, Poland, Korea, Brazil and Egypt. The school and the Russian Moscow State Surikov Academy of Fine Arts jointly established the first Chinese-foreign cooperatively run school in Heilongjiang Province, the International Academy of Fine Arts of Harbin Normal University. Four Confucius Institutes have been established overseas, of which the Confucius Institute of Traditional Chinese Medicine in London has been awarded the Global Advanced Confucius Institutes for five consecutive years, and has become the first demonstration Confucius Institutes in the world. The school has been awarded "Advanced Chinese Cooperative Institution of Confucius Institute" by the National Hanban Office.
