Heihe College, founded in 1958, is located in Heihe City, Heilongjiang Province, known as the Pearl of the northern Xinjiang of the motherland. It is the only general undergraduate college in China along the Sino-Russian border of more than 4300 kilometers.

Heihe College has gone through the development stages of Heihe Normal College and Heihe Branch of Qiqihar University. It was promoted to undergraduate college in 2004 and incorporated into provincial colleges in 2006. The school covers an area of 564,600 square meters, the building area of the school is 244,400 square meters, the total value of fixed assets is 431 million yuan, and the value of teaching and scientific research instruments and equipment is 10,786,000 yuan. There are 14 secondary colleges with 39 undergraduate majors, 816 faculty members, including 550 full-time teachers. Among the full-time teachers, there are 26 doctors and 394 masters. There are 10317 full-time students. The school has two national characteristic specialty construction points, three provincial key specialties, one provincial "Twelfth Five-Year Plan" key construction discipline, three provincial top-quality courses and two provincial teaching teams; seven provincial higher education teaching achievement awards; one national college students off-campus practical education base, one provincial talent training model innovation experimental area, two provincial experimental teaching demonstration centers, and one provincial education and scientific research base. The school is the first batch of "Sino-Russian Joint Undergraduate Training Programs" established by the Ministry of Education. It has a national "Sino-Russian College Students Exchange Base" and "Russian Language Center". It has the first "training base for studying abroad in Russia" with the National Service Center for Overseas Studies in China, the first research and promotion base for TRIZ in Chinese and Russian universities, and the first bilingual academic journal jointly run with Russian cooperative universities. "Far East Higher Education Journal" and the first "Confucius Institute" in Amur Prefecture were jointly constructed with Blagovichensk National Normal University.
