Huaihai Institute of Technology is a provincial undergraduate college founded in 1985 by the Jiangsu Provincial Committee and the provincial government in response to the country's further acceleration of reform and opening up in coastal areas. During 1998-2002, according to the overall arrangement of higher education system reform in the whole province, Jiangsu Salt School, Lianyungang Fisheries School and Lianyungang Chemical College, all with a history of more than 50 years, were merged into Huaihai Institute of Technology successively. The school has won many honors, such as the pacesetter of Jiangsu civilized unit, the advanced unit of Jiangsu teachers team construction, the advanced University of Jiangsu science and technology work, the advanced collective of internal auditing and the advanced unit of social practice of College students. In 2010, the school was approved by the Academic Degree Committee of the State Council as the granting unit of master's degree. In the same year, the school independently trained master's graduates. In July 2017, our university became a construction unit for the award of doctoral degree.

The school is located in the core area of the "one belt and one way" intersection, the pilot area of the core area, the eastern bridgehead of the Eurasian Continental Bridge, and the first batch of coastal open cities in Lianyungang. The main campus is located at the Shanxi foot of Huaguo, the national 5A scenic spot and the cultural birthplace of Journey to the West. We should actively explore the training mode of undergraduate talents under the condition of full credit system, and constantly deepen the reform of teaching contents and examination methods. In 2011, Jiangsu Province undertook the "National Education System Reform Pilot Project - Comprehensive Credit System Reform". It has Jiangsu Key Laboratory of Marine Biological Resources and Environment, Jiangsu Marine Biological Resources Utilization and Quality and Safety Control Engineering Center, Jiangsu Key Laboratory of Marine Biotechnology, Jiangsu Key Laboratory of Advanced Materials Functional Control Technology, Jiangsu Key Laboratory of Marine Drug Active Molecule Screening, Jiangsu Research Institute of Marine Resources Development and Jiangsu Marine Economy.
