Shandong Art College was founded in 1958 and is located in Jinan, a famous historical and cultural city surrounded by famous springs. It is a joint university built by Shandong Provincial People's Government and the Ministry of Culture and Tourism. It has the right to grant master's degree in five first-level disciplines of art, and has established a construction unit for granting doctoral degree in Shandong Province from 2017 to 2023.

From the beginning of the school, a large number of artists and art educators who enjoy great fame in China worked and lived here. Li Chaoshi and Dai Bingxin who studied in Europe with Xu Beihong in their early years, Li Jiemin who studied in Europe with Xian Xinghai, a popular musician, Liu Zhiping, a disciple of Hongyi Master (Li Shutong), Liu Zigu, known as the "Three Great Masters of Jinling" together with Zhang Shuqi and Xu Beihong, and famous artists Guan Yousheng, Heibolong, Yu Xining, Lu Pin, Zong Weicheng, Liu Lusheng, Zhang Yanqing, Wang Qihua and Song Dynasty. The school has two campuses, Wendong and Changqing, covering an area of more than 1,000 mu, with a construction area of nearly 370,000 hectares, a total fixed asset value of nearly 1 billion yuan, and a collection of more than 940,000 books. There are music academy, art academy, drama academy, modern music academy, design academy, art management academy, dance academy, drama academy, media academy, film academy, vocational education academy and international art exchange. The school took the initiative to inherit and protect Qilu culture, and established Shandong Han Portrait Stone Museum, Yu Xinning Chinese Painting Works Exhibition Museum, Shandong Lu Jin Art Museum, Shandong Folk Paper-cut Art Museum and Liyuan Nei Garment Hall. It has collected and preserved more than 190 precious Han Portrait Stones, 60 excellent Chinese paintings in Yu Xining, more than 200 objects in Lu Jin, more than 4000 paper-cut works with Shandong folk characteristics, and Peking Opera. Over the past 60 years, Shandong Art College has trained more than 40,000 qualified artistic talents for the country and society.
